PROBLEM TO BE SOLVED: To provide: a coating composition capable of forming a coating film having high transparency, oxygen blocking property and weather resistance for coating the surface of a reinforced concrete structure; a method for forming a coating film by using the coating composition; and a transparent coating film formed by the coating composition.SOLUTION: There is provided a coating composition used for forming a transparent coating film for coating the surface of a reinforced concrete structure, wherein the coating composition comprises an epoxy resin (a) having no aromatic ring, a modified aliphatic amine compound (b) and flat-shaped inorganic particles (c), the inorganic particles (c) are at least one of mica and glass flakes, the average aspect ratio of the inorganic particles (c) is 20 to 1000, the oxygen permeability of a coating film having a film thickness of 1000 μm which is formed using the coating composition and then cured is 0.05 mg/(cmday) or less and the hiding ratio of a coating film having a film thickness of 300 μm which is formed using the coating composition and then cured is 45% or less.SELECTED DRAWING: None
