PROBLEM TO BE SOLVED: To provide a technology capable of obtaining two voice data with the noises reduced in a system in which a plurality of independent recording devices exist.SOLUTION: A first frequency analysis part 204 performs first frequency analysis to first voice data for each of a plurality of analysis ranges, and generates first result information indicating the result of first frequency analysis for each of the plurality of analysis ranges. A condition determination part 215 determines the analysis range under the consideration of first voice quality in the first voice data. A noise band detection part 213 detects a noise band for each of a plurality of analysis ranges on the basis of first result information and second result information.
