PROBLEM TO BE SOLVED: To allow for accurate control of the amount of generated codes, while suppressing the storage capacity.SOLUTION: When the difference absolute value of the target code amount related to the block line one before and the amount of generated codes goes above a predetermined threshold, first quantization step is set at first, and the weight of blocks included in an objective block line is determined, using the complexity of each block included in the block line one before.
