PROBLEM TO BE SOLVED: To provide a developing device that has two conveying members of a plurality of conveying members conveying a developer in the longitudinal direction to form a circulation path installed to be opposite to a developer carrier, and can efficiently exhaust the air from a second conveyance path that is a developer recovery path to the outside of the device even when a developer regulating member is disposed below the developer carrier; and a process cartridge and an image forming apparatus.SOLUTION: Pressure relief means (opening 13r1 and filter 13k) enabling exhaust of the air from a second conveyance path comprising a second conveyance screw (second conveyance member) located above a first conveyance path comprising a first conveyance screw (first conveyance member) to the outside of a developing device, are formed so that the amount of the exhaust per unit time from the downstream side in the conveyance direction to the outside of the device in the second conveyance path becomes larger than the amount of the exhaust per unit time from the upstream side in the conveyance direction to the outside of the device.SELECTED DRAWING: Figure 5
