PROBLEM TO BE SOLVED: To provide a monitoring device, a monitoring system and a monitoring method by which a sub image associated with an area specified on a monitoring picture is disposed at a proper position on the monitoring picture, whereby an efficient monitoring operation can be performed while the sub image does not disturb the monitoring operation.SOLUTION: A monitoring device has a processing condition setting part 36 for setting a target area on a monitoring picture according to a user's input operation, a residence information achieving unit 32 for observing a residence condition of a moving body appearing on the monitoring picture and achieving residence information representing the residence condition of the moving body, a sub image generator 33 for generating a sub image, a sub image location controller 34 for controlling a location position of the sub image on the monitoring picture on the basis of the residence information achieved by the residence information achieving unit, and an output controller 35 for superimposing the sub image on the monitoring picture to generate a monitoring picture on the basis of the location position of the sub image determined by the sub image location controller, and outputting the monitoring picture to a display device.SELECTED DRAWING: Figure 6 |
