PROBLEM TO BE SOLVED: To provide a piezoelectric oscillator packaged suitably.SOLUTION: An oscillator 1 includes: a wiring board 7 having an opening 37h penetrating in the thickness direction; a vibrator 3 mounted on the first principal surface 37a so as to cover the opening 37h; and an integrated circuit element 5 arranged in the opening 37h, and mounted on the vibrator 3. The wiring board 7 includes: an insulating substrate 37 having a first principal surface 37a, a second principal surface 37b, and an opening 37h; a vibrator pad 41 provided on the first principal surface 37a, and mounting the vibrator 3; an external terminal 43 provided on the second principal surface 37b; and a connection conductor 45 for connecting the vibrator pad 41 and external terminal 43. The insulating substrate 37 has a through hole 37e penetrating in the thickness direction at a position separated inward from the side surface thereof.
