PROBLEM TO BE SOLVED: To provide a production method of fuel ethanol by the material exchange function of a shochu waste solution, the method capable of recovering ethanol remained in a shochu distillation waste fluid with extremely high efficiency, and capable of greatly reducing the energy and cost which are necessary for recovering ethanol; and to provide a waste liquid processing plant.SOLUTION: A mixed solution 3 is prepared by mixing a shochu distillation waste fluid 1 at reduced and normal pressure with a food residue 2 containing starch at suitable ratio. The starch of the mixed solution 3 is saccharified to perform ethanol fermentation. And the produced ethanol is distilled (vaporization step 4), and a fuel ethanol 8 is obtained by undergoing through an ethanol recovery process 5 and an ethanol purification process 7.SELECTED DRAWING: Figure 1
