The low permeability sections 42 and 52 are arranged opposite to each other with magnet materials 26a in between. Magnetic flux flows from a north pole of the permanent magnet 32 in the radial direction magnetization section 30, enters a core 22 in a radial direction, traverses the magnet material 26a and returns to a south pole of the permanent magnet 32.
