PROBLEM TO BE SOLVED: To provide a curable composition that can form a hard coat film having a small difference in refractive index between a transparent substrate and the hard coat film and having pencil hardness and adhesion to a substrate at the same time without heating and to provide a hard coat material.SOLUTION: The curable composition contains a polymerizable monomer comprising as essential components (A) a reactive vinyl monomer represented by the following chemical formula (I) and (B) a polyfunctional (meth)acrylate having a triazine ring and at least two (meth)acryloyl groups in the molecule and further contains (C) a photopolymerization initiator. The mass ratio of the reactive vinyl monomer (A) and the polyfunctional (meth)acrylate (B) is A:B=10:90 to 50:50. The content of the photopolymerization initiator (C) is not less than 0.1 pt.mass to not more than 20 pts.mass when the content of the polymerizable monomer is 100 pts.mass.
