The present invention relates to a freezing and bursting prevention apparatus which applies an insulator on one side to enhance heat generation efficiency; applies a heat storage material to increase usage time; gradually discharges heat from a heating unit to prevent damage to a pipe due to a generation of high temperature heat and to increase freezing and bursting prevention effect continuance time; and includes a control unit to measure external temperatures to enhance user convenience. The present invention comprises: a sensor unit including a temperature sensor measuring the external temperatures; a heating unit module; and the control unit applying electric power to the heating unit module in case that the temperature measured by the temperature sensor is equal to or less than a predetermined temperature.
