PROBLEM TO BE SOLVED: To provide a communication system capable of suitably distributing processing in data communication.SOLUTION: A processing distribution device 10A encapsulates data communication packets from an existing processing device 21 and then transmits the capsulated data communication packets to new processing devices 30A, 30B. Even if a distributed destination device, tentatively like the new processing device 30B, is subordinate to a processing distribution device 10B rather than the processing distribution device 10A, and is connected via a relay network N1 and a private network B, and there are multiple new processing devices with processing units to which the same address is allocated, an encapsulation unit encapsulates data communication packets (packet data related to a task) into a packet of which the destination address is the new processing device 30B, and thus can suitably transmit the packet after encapsulation (capsulated data) to the new processing device 30B.
