Disclosed are a method and device for implementing data transmission. The method comprises: acquiring a maximum hybrid automatic repeat request (HARQ) process number corresponding to carriers in an unlicensed spectrum in carrier aggregation; and implementing data transmission in the unlicensed spectrum according to the acquired maximum HARQ process number.
