The present invention relates to a holder for fixing a tea-bag and a holder packing box and, more specifically, relates to a holder for fixing a tea-bag and a holder packing box, which can prevent a tea-bag from being dropped within a cup to be very convenient and hygienic. According to the present invention, the holder for fixing a tea-bag comprises: a cover body having a fixing slit; and a tea-bag fixing body wherein a ring portion is formed in a lower end portion, and a protrusion portion is formed in an upper portion. A cutting portion is formed in the ring portion for one side thereof to be opened.
