PROBLEM TO BE SOLVED: To contribute to the determination of a failure cause of call-out for a base station device to call out a terminal device in a radio communication system.SOLUTION: A call-out analysis device 1 analyzes call-out from a base station device to call out a terminal device in a radio communication system. The call-out analysis device comprises: an input unit 11 for inputting a control signal exchanged by a base station control device that controls the base station device; and a call-out failure cause determination unit 16 for determining a failure cause of the call-out on the basis of a control signal to call out the terminal device and a control signal of a call-out response from the terminal device, and a time-out time of each call out estimated by a time-out time estimation unit 15.SELECTED DRAWING: Figure 1
