The present invention relates to placenta-derived cells for secreting C3 or C1R complement protein, to a pharmaceutical composition comprising the same, and to a method for treating diseases using the same. According to the present invention, the placenta-derived cells can be effectively used for vascularization-associated diseases such as cancer and retinopathy, or neural diseases such as Alzheimer′s disease, Parkinson′s disease, HIV dementia, and epilepsy, thereby having high industrial usability.
