PROBLEM TO BE SOLVED: To provide a color filter capable of preventing changes in reflection characteristics of a refraction adjusting layer and reducing external light reflection, and a display device including the same.SOLUTION: A color filter comprises: a transparent substrate; a refraction adjusting layer that is formed on the transparent substrate and is an inorganic layer; a light shielding layer formed on the refraction adjusting layer in a pattern shape; and a coloring layer that is formed on the refraction adjusting layer and is arranged in an opening of the light shielding layer.SELECTED DRAWING: Figure 1
