The present invention comprises a control unit that performs cell reselection in accordance with either a first selection rule or a second selection rule as selection rules applied to cell reselection in an idle mode. The first selection rule is a selection rule whereby an appropriate cell is selected regardless of whether or not a local user terminal is interested in D2D proximity services. The second selection rule is a selection rule whereby a cell belonging to a frequency that can be used for D2D proximity services is preferentially selected as an appropriate cell, if a local user terminal is interested in the D2D proximity services. The control unit applies the second selection rule in place of the first selection rule, in accordance with the settings.
