PROBLEM TO BE SOLVED: To provide a light emitting element base material capable of efficiently extracting light output from a laminated light emitting element part.SOLUTION: A light emitting element base material includes a light transmitting base material 102 and a high refractive index layer 120 arranged on the light transmitting base material. In the light emitting element base material, ends of the high refractive index layer are projected, and a light emitting element part is arranged at a portion other than the projected ends in the high refractive index layer on the opposite side of the light transmitting base material.SELECTED DRAWING: Figure 1
