A user terminal for communicating with a wireless base station which sets groups (TAG) formed from at least one cell is characterized by being provided with: a reception unit which receives information related to component carriers (CC) included in the groups; and a measurement unit which, on the basis of the information related to the component carriers, performs measurement on each of the groups.
