Disclosed are a network device, a user equipment (UE) and a state transition method, which relate to the field of communications and solve the problem of waste of network resources caused by high signalling overhead for configuration information needed by carrying the UE to perform state transition. A specific solution includes: sending, by a sending unit, a state transition signalling carrying indication information to a UE, the indication information being used to indicate that configuration information of the UE in a first state is adopted when the UE transitions from the first state to a second state, the first state being a CELL_FACH state or a CELL_PCH state, and the second state being a CELL_DCH state. The present invention is used in a state transition process.
