PROBLEM TO BE SOLVED: To solve the problem that an ISP may take a style where an Internet connection service is provided to a final client by borrowing a line provided by another company and if a congestion occurs in a device within another company network being borrowed, since packet data are discarded randomly, a quality of Internet connection service provided to the final client by the ISP may be deteriorated.SOLUTION: An IP address group of a segment unit in which packet discard or the like is occurring is identified and a flow group that passes a congested router is estimated. An instruction is given to a server in such a manner that a route of an IP address passes a congestion control server in order to perform congestion control. The instructed server performs a route change and changes rout setting in such a manner that a congestion flow passes the congestion control server.SELECTED DRAWING: Figure 1
