A starting device (2) is installed at one end of the reformer (1) for the hydrogen production system utilizing methanol and water, the starting device (2) comprises a cup base (21), and a raw material input pipeline (22), a heating gasification pipeline (23), an ignition device (24) and a temperature detection device (25) are installed on the cup base (21). The raw material input pipeline (22) is communicated with the heating gasification pipeline (23), and raw materials enter the heating gasification pipeline (23) through the raw material input pipeline (22) and then are output from the tail end of the heating gasification pipeline (23). The position of the ignition device (24) corresponds to the tail end of the heating gasification pipeline (23), the ignition device (24) is used for igniting the raw materials output from the heating gasification pipeline (23), the raw materials are ignited by the ignition device (24) and then are burned, and the heating gasification pipeline (23) can be heated, so that the raw materials in the heating gasification pipeline (23) are gasified and burning intensity is rapidly increased, and further the reformer (1) is heated. The temperature detection device (25) is used for detecting temperature beside the heating gasification pipeline (23). The reformer (1) for the hydrogen production system utilizing methanol and water has short starting time, high heating efficiency, safety and reliability and does not need an electrical heating device for heating.
