<P>PROBLEM TO BE SOLVED: To provide a developing device employing an integral system of supply and recovery for reducing the size of the device and causing initial developer in an initial developer container to be reliably dropped, and a process cartridge and an image forming apparatus using the developing device. <P>SOLUTION: A developing device includes: an initial developer container 61 that is arranged above a developer casing 50 and has an opening communicating with the developer casing 50 so as to store initial developer; a heat seal 62 that seals the opening of the initial developer container 61; and a pull-out member 63 that holds the heat seal 62 and one end of which protrudes toward the outside from between the developer casing 50 and the initial developer container 61 so as to pull out the heat seal member 62.
