The present invention relates to a stem cell activity promoting composition, a medium composition for promoting stem cell activity, a method of promoting a stem cell, a primed stem cell and a pharmaceutical composition for treating pulmonary hypertension comprising a primed-stem cell as an active ingredient. More specifically, the present invention provides: the stem cell activity promoting a composition comprising sphingosine-1-phosphate (S1P) or cathelicidin (LL-37) as an active ingredient; a medium composition for promoting stem cell activity; a method for promoting stem cell activity; stem cell treated with S1P or LL-37 and a pharmaceutical composition for treating pulmonary hypertension comprising a primed-stem cell as an active ingredient. According to the present invention, stem cell activity is enhanced when the stem cell is treated with S1P or LL-37. Thus, the present invention can be used for preventing or treating pulmonary hypertension.
