The present invention relates to a method for controlling signaling congestion of an IP-based multimedia service, and an IP-based multimedia service system using the same, which are intended to effectively control a congestion situation in which the number of signaling attempts to use an IP-based multimedia service exceeds a range of processing capacity. In an overloaded situation in which signaling attempts of terminals desiring an IP-based multimedia service cause congestion, a session controller transmits a virtual success response message regardless of whether registration is successful when receiving a registration request message from a terminal, thereby inducing the terminal to attempt re-registration and distributing the attempt to perform re-registration, and induces the terminal to be connected to another session controller in a normal state and to perform registration and service request when receiving a service request from the terminal which has received the virtual success response message. |
