The present invention provides a system for easily watching digital image content made in a foreign language of a foreigner using a smart device. The system includes: a NOC platform server checking digital image content list selection information transmitted from a user smart device, and transmitting screen explanation content, subtitle content, and sound DNA information of the selected digital image content to the user smart device; and the user smart device playing back synchronized foreigner′s native language screen explanation content or subtitle content during a playback time of the digital image content. Therefore, watching accessibility of the digital image content made in the foreign language can be guaranteed.
