The present invention is to provide an apparatus to recognize an illegally parked vehicle, capable of recognizing even an illegally parked vehicle whose license plate is not exposed as blocked by another vehicle closely parked thereto or is hidden by another object. The apparatus to recognize an illegally parked vehicle comprises: a camera unit to capture an image of a vehicle every predetermined photographing period and to store the photographed images in a database; a vehicle recognition unit to recognize the vehicle from the photographed vehicle image and to store the recognized vehicle information in the database by photographing period when the vehicle image is photographed in the camera unit; a determination unit to determine whether the same vehicle information as vehicle information recognized from a vehicle image photographed for the current period in the camera unit in the vehicle recognition unit is stored in the database; and an image control unit to control the operation of the recognition unit to recognize the license plate of the vehicle from an image at a parked time of the vehicle by returning the image stored in the database to a time point at which the vehicle is stopped and parked when the vehicle information is stored according to the determination result. |
