Embodiments of the present invention provide an apparatus and a method for detecting a motion region. According to an embodiment of the present invention, the apparatus for detecting a motion region comprises: an image processing unit which reduces an input image frame to generate a reduced image frame; a first motion region detecting unit which calculates a relationship value representing a pixel value relationship between each pixel of the reduced image frame and each of surrounding pixels, and detects a first motion region by comparing the calculated relationship value with a relationship value of a corresponding pixel of a previous reduced image frame; a second motion region detecting unit which detects a second motion region based on a difference between the reduced image frame and the previous reduced image frame; and a motion region generating unit which generates a final motion region including at least a portion of the first motion region and the second motion region. |
