Disclosed are an apparatus and a method for predicting a harmful factor. The harmful factor predicting apparatus includes a communication unit that receives harmful factor detection information from harmful factor detecting apparatuses of circulation sites, and a prediction unit that collects harmful factor detection information and predicts propagation of a harmful factor by using the collected harmful factor detection information. According to the present invention, propagation of a harmful factor can be predicted.
