The present invention relates to a charging and power converting device using a solar cell module for a portable communication device. The charging and power converting device comprises: a solar cell module part which connects at least two solar cell modules in series or in parallel; a charging part connected to the solar cell module part through a linking cable, charging an internal storage battery and operating charging at all times when connected to the solar cell module part, and providing power charged in the storage battery to an external portable communication device through an output port when disconnected from the solar cell module part or when an output switch is turned on; and a DC-DC converting part which converts the electricity from the charging part to desired electricity. Thus, the components of the device are proper to miniaturize and lighten the device.
