PROBLEM TO BE SOLVED: To provide a video editing device or method capable of creating a digest moving image that a user desires without performing creation processing a plurality of times and easily confirming a finish image of a digest even when a large amount of long-time video is input.SOLUTION: A video editing device includes an image input part which receives an image data group consisting of a plurality of image data, a digest policy display part which creates and displays a selection screen of digest policies, and a digest moving image creation part which creates a digest moving image from the image data group on the basis of a digest policy that a user selects on the selection screen.
