PROBLEM TO BE SOLVED: To omit a differential amplifier circuit, thereby simplifying a configuration in a discharge control circuit in which the voltage of each of serially connected capacitors is made uniform.SOLUTION: In a discharge part 510, a switch element 51c is connected between input ends 51 and 52. When the potential of the input end 52 is lower than a threshold Vref1, the switch element 51c is conducted. In a discharge part 520, a switch element 52c is connected between input ends 52 and 53. When the potential of an input end 53 is lower than a threshold Vref2, the switch element 51c is conducted. In a discharge part 530, a switch element 53c is connected between the input end 53 and a ground point E.
