According to an embodiment of the present invention, a device to detect an internal flaw using an electromagnet and a permanent magnet comprises: a flaw measuring part measuring a flaw of an interposed object in a cold rolled plate using the sum of a first magnetizing force and a second magnetizing force; a distance control part controlling a separation distance between the flaw measuring part and the cold rolled plate; and a control part operated in a measuring mode and an emergency mode, controlling the flaw measuring part and the distance control part depending on the measuring mode and the emergency mode.
