A safety street light communication device that can prevent safety accidents through communications with a user terminal, a safety service system using the same, and a safety service method using the safety service system are disclosed. The safety service system includes the street light communication device and the user terminal. The street light communication device is installed in a street light, stores location information of the street light, and transmits the location information to any terminal within a connectable range in which wireless communications are enabled. The user terminal connects to the street light communication device to receive the location information therefrom, and transmits the location information to an external terminal, when being located within the connectable range. As such, as the location information is transmitted to the external terminal, an external manager having the external terminal, such as a protector or the police, can easily grasp the location of a user having the user terminal.
