PROBLEM TO BE SOLVED: To reduce a loss at a shop.SOLUTION: A point management server 4 comprises: a state specification unit 473 which specifies the state in which a commodity or service at a shop can be provided; a generation unit 474 which generates privilege information showing privilege on the basis of the specified state; a terminal specification unit 475 which specifies a user terminal present within a predetermined range from the position of the shop; a notification unit 476 which notifies the user terminal specified by the terminal specification unit 475 of the generated privilege information; and a reception unit which receives declaration information showing declaration of the use of privilege by a user of a user terminal from the user terminal.
