PROBLEM TO BE SOLVED: To give notice of communication failure in one network to another network via a relay network.SOLUTION: A transmission device 20 includes a failure notification frame generation unit 243 and a flow processing unit 212. If failure occurs in an Ethernet, the failure notification frame generation unit 243 identifies an identifier of data storing communication data influenced by the failure in the Ethernet in a frame transmitted by an OTN, and generates failure information associated with the identified identifier.
