PROBLEM TO BE SOLVED: To provide a low refractive index film-forming composition capable of providing a film with antiblocking property without having to coat a back surface with a special antiblocking agent, and to provide a low refractive index film, film with the low refractive index film, and a touch panel.SOLUTION: A low refractive index film-forming composition of the present invention contains silicon alkoxide, and a cross-linking compound having at least either of one or more methacryloyl groups and acryloyl groups in a molecule.SELECTED DRAWING: None
