PROBLEM TO BE SOLVED: To provide a translucent member that achieves better chromaticity and color reproducibility with an easy method, and to provide a manufacturing method of the translucent member, and a light-emitting device and a manufacturing method of the light-emitting device.SOLUTION: A translucent member includes: a light reflection sheet 11 having a through-hole 11a; and a color conversion material layer composed of a color conversion material 12 and a cured translucent resin in the through-hole. The translucent member can be manufactured by preparing a sheet, forming the through-hole in the sheet, providing the sheet with a light reflection function, filling an inside of the through-hole with the translucent resin containing the color conversion material, and curing it to form the color conversion material layer.
