PROBLEM TO BE SOLVED: To achieve the load balance of the numbers of terminals among frequencies.SOLUTION: When a radio communication system divides a usable frequency band into a plurality of partial frequency bands, and allocates one or more partial frequency bands to a plurality of base stations, each base station reports information to receive a signal transmitted by a terminal, and a connection terminal number per partial frequency band to a control station; the control station determines a load on each partial frequency band on the basis of the information received from each base station, distributes information to receive signals transmitted by a terminal group that is performing communication using a partial frequency band having a load to each base station and instructs it to measure interference, determines whether handover is necessary or not and decides a handover destination base station or frequency, and performs handover under the initiative of a base station.SELECTED DRAWING: Figure 8 |
