PROBLEM TO BE SOLVED: To provide an optical modulator that has high use efficiency of light and can separately modulate light at a wavelength in a plurality of different wavelengths, and an image display device that includes the optical modulator and can display a high-quality image.SOLUTION: An optical modulator 30 includes: a main optical waveguide 302 (first optical waveguide) made of a material having an electro-optic effect; a wavelength selection unit 303 disposed in the main optical waveguide 302 and selecting a wavelength of light to be guided; and an optical modulation unit 304 disposed in the main optical waveguide 302 and modulating intensity of the light at the wavelength selected by the wavelength selection unit 303. The wavelength selection unit 303 includes: a first ring resonator 303R having a first annular optical waveguide optically coupled with the main optical waveguide 302; a second ring resonator 303G having a second annular optical waveguide optically coupled with the main optical waveguide 302; and a third ring resonator 303B having a third annular optical waveguide optically coupled with the main optical waveguide 302.SELECTED DRAWING: Figure 6
