If history data for power restriction information is used to estimate a correlation line expressing the relationship between a tidal current amount and a power restriction amount at a failure observation point but sample points are locally concentrated, the estimation accuracy for the correlation line is significantly degraded. To address this problem, the present invention, which is a system stabilizing control device for estimating and controlling the stability of a power system, is characterized in that: the device is provided with a collection unit for collecting system information including a tidal current amount from the power system and a calculation unit for calculating a power restriction amount at a failure observation point on the basis of the system information and estimating a correlation line on the basis of the tidal current amount and power restriction amount; and the calculation unit determines a power phase difference angle curve that is the relationship between the internal generator phase difference angle of a generator connected to the power system and the tidal current amount, determines a stability limit tidal current amount on the basis of the amounts of generator acceleration energy and deceleration energy in the power phase difference angle curve, determines a stability limit power restriction amount corresponding to the stability limit tidal current amount, and estimates a correlation line including a stability limit point comprising the stability limit power restriction amount and stability limit tidal current amount. |
