Provided are a fiber treatment agent for imparting exceptional ease of carding, instantaneous water permeability, and liquid backflow prevention to fibers, as well as preventing winding entanglement during fiber production; a water-permeable fiber having exceptional ease of carding, while at the same time affording exceptional instantaneous water permeability and liquid backflow prevention of a nonwoven fabric; and a method for producing a nonwoven fabric having exceptional instantaneous water permeability and liquid backflow prevention. This fiber treatment agent contains as essential components a compound (A) indicated by general formula (1), a compound (B) indicated by general formula (2), and a compound (C) indicated by general formula (3). The weight proportion of compound (C) in the nonvolatile fraction of the treatment agent is 1-35 wt%, the weight ratio (C/(A + B)) of the total of compound (A) and compound (B), and compound (C) is 0.01-0.5, and the weight proportion of inorganic phosphoric acid is 3 wt% or less. |
