Disclosed is a resource allocating apparatus. The resource allocating apparatus comprises: a dividing module, used for dividing a resource pool for performing communication by a user terminal UE, the divided resource pool being in a one-to-one correspondence with a network coverage area, an area in which there is completely no network coverage and a cell edge area with which the UE communicates; a sending module, used for sending a division result made by the dividing module to the UE; a receiving module, used for receiving resource allocation request information sent by the UE after the sending module sends the division result to the UE, the request information comprising an area where the UE is currently located; and an allocating module, used for allocating a resource to the UE according to the information, received by the receiving module, about the area where the UE is currently located. Embodiments of the present invention also provide a resource allocating method, which is used for solving the problem in which there is no optimization of resource configuration in the prior art and for improving the resource utilization rate. |
