Disclosed are an electric power communication network mobile operation and maintenance system and method, the electric power communication network mobile operation and maintenance system comprising a handheld terminal (1) and a remote background server (2); the handheld terminal (1) communicates with the remote background server (2) over a 3G or 4G wireless public network; the handheld terminal (1) comprises a smartphone (3), an external memory (4) and a data gathering terminal (5), the external memory (4) comprising a static random access memory (SRAM) and a flash memory (Flash), and the smartphone (3) and the external memory (4) communicate with each other. The electric power communication network mobile operation and maintenance method use a process of "store-gather-store-compare-display-gather-compare-store-transmit back", finally realizing guiding onsite operation and maintenance and displaying results.
