An exhaust apparatus and a gas turbine, provided with: an exhaust casing (29); an outer diffuser (43) supported to the inside of the exhaust casing (29); an inner diffuser (44) that is placed to the inside of the outer diffuser (43) and forms an exhaust gas flow passage (F) to the outer diffuser (43); a strut cover (45), one end part of which is connected to the outer diffuser (43) and the other end part of which is connected to the inner diffuser (44); a second cooling air inlet (62) that is provided in the exhaust casing (29) further to the downstream side of the exhaust gas flow passage (F) than the strut cover (45); a partition member (64) that is formed in the shape of a ring so as to cover the outside of the outer diffuser (43) and that is supported on the exhaust casing (29); and a cooling air flow passage (63) that is provided between the outer diffuser (43) and the partition member (64) and that introduces the cooling air introduced from the second cooling air inlet (62) to a strut cover flow passage (65) inside the strut cover (45).
