Provided are: a curable epoxy composition containing (A) a polyvalent epoxy compound having a biphenyl structure and/or a condensed ring structure, (B) a phosphorus-containing epoxy compound having a structure represented by formula (1) or formula (2), and (C) a phenol resin containing a triazine structure; a film obtained using the curable epoxy composition; a layered film; a prepreg; a layered body; a cured material; and a composite. (In formula (1), R1 and R2 each independently represent a C1-6 hydrocarbon group, R1 and R2 may each be the same or different, and m and n each independently represent an integer of 0-4.
