The present invention relates to torsional actuator including a fiber of a twisted structure manufactured by a method of rotating in opposite directions. The fiber is divided into an upper part and a lower part by a center, and at least one of the upper part and the lower part is fixed. Each fiber of the upper part and the lower part has a coil shape twisted in a chiral Z shape or a chiral S shape structure independently. When temperature varies, the torsional actuator of the present invention has not only excellent rotary force but also excellent durability and stability, and has less reduction of rotary force even though the fiber is used for a long time. Therefore, the energy harvesting apparatus has excellent lifespan and efficiency of collecting heat energy as electric energy using the same.
