The present invention provides a photoelectrode which includes a titanium dioxide nanotube layer including titanium dioxide nanotubes of which both ends are opened, and a nanoparticle layer which is formed on the surface of the inner wall of the titanium dioxide nanotube and includes titanium dioxide nanoparicels. Thereby, the titanium dioxide of the present invention can improve high charge collection efficiency and the effienciency of the photoelectrode by the amount of dye adsorption.
