The present invention relates to a safety nipper for preventing scattering. The safety nipper for preventing scattering comprises: a pair of nipper bodies of which each has a cutting part on one longitudinal side and a grip on the other longitudinal side; a hinge shaft which connects the cutting parts of the nipper bodies to be interlocked and rotated; and a scattering prevention unit which is coupled to the nipper bodies and prevents cut chips generated when the cutting parts perform cutting from scattering. Thus, the present invention prevents cut chips from injuring the face or eyes of a worker and allows the cut chips to be collected to a place by preventing the cut chips from scattering to various places.
