Provided are a message sending/receiving method and sending/receiving apparatus, a base station and a terminal. The method comprises: dividing an uplink access signal into a first pre-determined number of uplink access signal groups, wherein the uplink access signal group corresponds to a pre-determined uplink access response resource; receiving the uplink access signal sent in an uplink access wave beam form by one or more uplink access signal groups selected by a second communication node according to a division result; determining the uplink access signal group to which the uplink access signal belongs, wherein one or more uplink access signals included in the uplink access signal group are sent when satisfying at least one of the following defined conditions: a defined sequence sending order, a defined sending opportunity, a defined sending frequency-domain position; and sending an uplink access response message to the second communication node on the uplink access response resource corresponding to the determined uplink access signal group. By means of the method, the effect that a first communication node can respond to more uplink access can be achieved.
